The stators were re-measured with a resistance of 17 +-1 Ohm.

We recommend:

Screw the coils individually onto the stator once it is mounted in the motor.

Use screws with rolled threads (the body of this screw has a smaller diameter and allows movement with the coil).

When screwing the coil onto the stator, insert a spacer between the coil and the rotor (for example, a strip of thin plastic packaging cut from a yogurt cup)
